Public Administration and the Study of Political Order: Towards a Framework for Analysis

The contribution of this study is two-fold: First, it outlines a conceptual framework on political order; and secondly, it offers empirical illustrations on the case of Nordic cooperation. Taken together, the article makes a plea for public administration scholarship in the study of political order. Political order consists of a relatively stable arrangement of institutions that are fairly formalized and institutionalized. Referring to Pierre Bourdieu���s theory of distinction, we argue that choosing Latin at school ��� a language that is no longer spoken and therefore has no direct value ��� is one of the strategies of privileged families to set themselves apart from less privileged families. The case of Estonian Journalists’ Union demonstrates the complexity and historical contingency of professional autonomy of journalism. While previous communication and media research has largely focused on either studying privacy as personal boundary management or made efforts to investigate the structural (legal or economic) condition of privacy, we observe an emergent body of research on the political underpinnings of privacy linking both aspects. In recent years, several measurements of the quality of democracy have been developed (e.g. Democracy Barometer, Varieties of Democracy Project). These objective measurements focus on institutional and procedural characteristics of democracy. This article starts from the premise that in order to fully understand the quality of democracy such objective measurements have to be complemented by subjective measurements based on the perspective of citizens.
